The Merchant (Resident Evil 4)
Kicking off the list is the Merchant from Resident Evil 4. What's interesting about him is that he's unusually friendly fellow and that's he practically everywhere. Whether its in the Las Plagas infested woods, enemy mansion, or in a deadly remote island, he's there to lend Leon a helping hand. Not much is known about him, giving a layer of mystery. Though in the end, he's a nice guy!

Tingle (The Legend of Zelda: Majora's Mask)
The Legend of Zelda franchise has plenty of oddball characters, some range from whimsical to outright insane. Tingle is a 35 year-old man who's obsessed with fairies. He wears a tight, green outfit to look like them and makes all sorts of weird voices. Even if he's a comic relief character, his presence in Majora's Mask relives some of the tension going in the game.

Voldo (SoulCalibur series)
Immediately upon first glance, Voldo is pretty creepy. The way he looks, walks, and talk is weird as hell. Not to mention he has a bizarre fighting style that compliments his already creepy character. Voldo earns the title of most creepiest character in the SoulCalibur series.

Alfred Ashford (Resident Evil: Code Veronica)
How do you make an already scary game scarier? Add in a flamboyant and creepy as hell antagonist! Upon her awakening in Rockford Island, main lead Claire Redfield meets perpetrator Alfred Ashford. Throughout the game, both her and her brother, Chris Redfield, try to survive his deadly antics. While he's no Wesker or Nemesis, Alfred is a true villain at heart.

Ruvik (The Evil Within)
A recent entry is Ruvik from The Evil Within. Unlike previous entries, he's creepy and seriously deadly. While He doesn't talk much, he has a creepy aura behind him. Throughout the story, protagonist Sebastian Castellanos desperately tries to survive everything Ruvik throws at him. He has a tendency of randomly appearing in parts of the game and can instantly kill Sebastian upon close-contact. His presence and appearance was creepy and weird enough, but oh no, he's deadly as well.

G-Man (Half-Life series)
The Half-Life series's G-Man is mysterious yet creepy. He has a tendency of following series protagonist Gordon Freeman throughout the games. Often giving monologues on how Freeman himself is central to the games narrative. Nothing is known about the G-Man. His name, age, and goals are all a mystery. His inhuman powers and eerie voice (voiced by Michael Shapiro) makes him a weird and creepy character, though that's part of what makes him interesting.

Sander Cohen (BioShock)
Part of the reason why BioShock was considered scary was its share of colorful, insane characters, Sander Cohen is among them. Formerly a well-respected musician and artist, Cohen went paranoid after Rapture's fall, mostly because of the isolation and no one to admire his "art". Upon meeting him in the game, you can tell that he went full psycho. His creepy appearance and weird taste of art made him one of BioShock's memorable characters.

The Happy Mask Salesman (The Legend of Zelda: Majora's Mask)
Aside from the moon, The "Happy" Mask Salesman is one of most creepiest characters from Majora's Mask. They should have changed his name to The Creepy Mask Salesman, that would fit him well. Upon his arrival in the doomed town of Termina, Link first meets The Happy Mask Salesman who tasks him to take back Majora's Mask from the thievish Skull Kid. Don't let that fake smile of his fool you, he's not happy when one of his most dangerous masks is missing.
